When there is an empty report the user sees anAdd expense button/option in:

• The workspace chat
• Reports primary action button
• Report secondary action menu when there’s an expense added
• And soon in the report empty state - being worked on [Due for payment 2025-10-07] Update the new report empty state #64730:

We need to incorporate Manual distance creation into this flow by doing the following:

• Add the Track Distance option to the menu and have it trigger the distance creation flow as outlined here for the Manual and Map tabs.
• Update the Create expense flow so that the create modal no longer displays the Distance option - as detailed here.
