Action Performed:

Precondition:

• Workspace has imported per diem rates.

1. Go to staging.expensify.com
2. Go to workspace chat.
3. Submit a per diem expense to the workspace chat.
4. Go to workspace settings > Per diem.
5. Delete all the destinations associated with the per diem expense from Step 3.
6. Go back to workspace chat and open per diem expense.
7. Click More > Split.
8. Click Save.

Expected Result:

User should be able to split per diem expense when the per diem rate is deleted ( we can split it without issue on production and OD).

Actual Result:

Error shows up when splitting per diem expense when the per diem rate is deleted.
The error "Please select an available rate from the workspace." is not clear because we cannot edit the rate of a created per diem expense.
