Action Performed:

Precondition: User B send message to User A

1. Open https://staging.new.expensify.com/
2. Go offline
3. User A, navigate to User B's convo
4. Right click on the message -> Flag as Offensive -> Harrassment
5. Navigate to LHN
6. Go online

Expected Result:

LHN does not show the flagged message

Actual Result:

LHN shows the flagged message again after back to to online.
