Action Performed:

1. Go to staging.new.expensify.com
2. Go offline.
3. Create a workspace.
4. Go to workspace settings > Reports.
5. Click Default report title.

Expected Result:

Save button will not load infinitely.

Actual Result:

Save button in Default report title loads infinitely when workspace is created offline.

What is the root cause of that problem?

We also show the loading when we have pending action in fieldList, in this case we have pending add action

What changes do you think we should make in order to solve the problem?

We should not set isLoading is true in offline

Or we don't show the loading when pending action is add (we can also check update action here)

We're showing isLoading if defaultValue is in pendingFields

so when users create the new workspace or update it in offline mode, we can see the loading indicator

What changes do you think we should make in order to solve the problem?

We should remove isLoading. When we add/update it in offline mode, we already show the gray option so that's fine.

This way makes it consistent though the App, for example we don't show loading indicator when we open WS name page
