Bank account - Offline blocking page is not displayed when select continue setup

Issue reported by: Applause - Internal Team

Action Performed:

1. Launch the Expensify app
2. Go to workspace settings > Workflows > Add bank account
3. Select "Log into your bank" and proceed with the flow to add a bank account until step 4 (Company information)
4. Exit the adding bank account flow by swiping to the right
5. Tap "Connect bank account" again
6. Go offline
7. Tap the "Continue setup" button

Expected Result:

The offline blocking page is displayed

Actual Result:

The "You appear to be offline" message is displayed instead of the offline blocking page

Sorry here @lanitochka17 The steps in here were wrong we shouldn't expect an offline page when pressing contune button. I have updated the steps. Sorry for the confusion. This issue can be closed.
