App Component: Money Requests

Action Performed:

1. Go to staging.new.expensify.com
2. Open 1:1 DM with user that you have previous chat with, but no unsettled expense.
3. Go offline.
4. Submit an expense to the user.

Expected Result:

Expense preview avatar will not show fallback avatar.

Actual Result:

Expense preview avatar shows fallback avatar even though you have previous chat with the user.
