[Due for payment 2025-08-19] [$250] Update QAB so we don't show Manager McTest OR a second Create Reports option

Problem: Users are clicking the QAB after doing an action that doesn't make sense to do it a second time, which creates a confusing flow:

• They create a report, which inputs the Create Report in the QAB, even though they haven't submitted the first.
• They submit an expense to Manager McTest, which then updates the Scan receipt to scan to McTest and they end up submitting a real receipt to McTest.

Solution: Update QAB to be limited to (non-McTest) expense creation. So one of: scan, manual, distance, per diem.

This should help limit some of the confusing cases for users.

Nice catch on Manager McTest!

I think I've said a few times in various places that I think creating a report is a valid QAB action. If ya'll want to remove it, I’m not passionate enough about it. I just don’t think we should be the dictators of what you can set and lock as your desired quick action longer term though.

I personally vote that we keep the QAB simple for now, and focused on expense creation.

I can see us adding it back when we add that functionality. I think we should move forward with the expense actions right now though.
