Group Chat - Unable to create group chats

Action Performed:

1. Open app and login
2. Click on + > New Group
3. Choose some people and click on Create group

Expected Result:

Group chat is created

Actual Result:

Group chat not created, user is redirected back to Concierge conversation. and error message "The chat you are looking for cannot be found"

Research so far:

• This error only shows up when creating a group for the FIRST TIME
• It is being shown via Report.handleInaccessibleReport, called in ReportScreen's storeCurrentlyViewedReport function
• So far I've only seen this called because in componentDidMount, !lodashGet(this.props.report, 'reportID', '') is true (a.k.a. the reportID can't be found on this.props.report)

@parasharrajat I'm thinking this is caused by your PR here: #5964

I did these steps:

1. Changed this line to:
   • if (_.isNaN(reportID)) { (this is what the line looked like before your PR - see https://github.com/Expensify/App/pull/5964/files
2. Try to create a new group chat, it succeeds

This issue and #6614 were fixed here. @Beamanator The original issue (#6614) was reported by @thesahindia and it qualifies for the reporting bonus.

As far as I can tell both 6614 and this is the same and only one of them qualifies for the reporting bonus as both were reported at the same time.

6614 is already assigned to Sahil so we can close this and move the payment discussion there.
