[$250] RBR dots shown with no violations due to broken card connection — no messages rendered #64826

Action Performed:

  1. Submit an card expense
  2. Observe the red dot (RBR) on the report or expense
  3. Click the expense to view the details

Expected Result:

If an RBR dot is shown, a clear violation message should be rendered.
For broken bank/card connections, show a message like:
“Receipt pending due to broken bank connection” or similar.

Actual Result:

RBR dot appears. No violation displayed, Clicking the expense displays the Receipt pending due to broken bank connection........ error message
