Action Performed:

Prerequisite: Account has at least one workspace available.
Prerequisite 2: Delayed submissions and approvals enabled.

1. Open the Expensify app.
2. Navigate to "Reports"
3. Tap on FAB and select "Create Expense"
4. Create a manual expense and submit it to a workspace without expenses on it.
5. When navigated back to "Reports", note that a "View" button appears on expense´s preview for some seconds, before the "Submit" button is displayed.

Expected Result:

After submitting an expense while on "Reports", a "Submit" button should appear automatically on the preview of the just submitted expense.

Actual Result:

When creating a new expense while on "Reports", a "View" button is shown on the preview of the just created expense for some seconds, before the "Submit" button appears.

This seems pretty minor! I'm thinking we can take the DeployBlockerCash label off for this and make it External.
