Problem:
Only clicking on the blue link portion in the subheader line of a report card in the Reports > Reports view should navigate you to the blue link. Instead, clicking anywhere on that row currently navigates you to what is linked there.

Let's fix it so that only the blue link portion would navigate you to the workspace chat. Let's also make sure the link has proper hover styles like our other links do elsewhere in the app.
