Issue was found while executing QA for PR #60352

Version Number: 9.1.45-18
Reproducible in staging?: Yes
Reproducible in production?: Yes

Device used: Windows 11/ Chrome, Samsung S23FE/ Android 14
App Component: Money Requests

Action Performed:

1. Go to staging.new.expensify.com
2. Log in with an Expensifail account
3. Create an expense in self DM
4. Create a report via FAB button
5. Use a direct link to access the unreported expenses tab by appending "/add-unreported-expense" to the report URL
6. Add all unreported expenses to the new report
7. Revisit the direct link as done in step 5

Expected Result:

The "Unreported Expenses" tab is loaded and functional.

Actual Result:

The "It's not here" page is displayed.

@vincdargento we now have a button to add expenses, so we should be using that instead of the direct link. Can you try reproducing this using the Add expense button in the report header instead of the link please?
