There does not seem to be clear reproduction, seems like it influences users who have been migrated recently. Investigation has been done by @kubabutkiewicz in the linked Slack thread
Expected Result:
Describe what you think should've happened
If the user has reports locally that are pinned or need to be acted on, the Woohoo all caught up page should not really show up even in the focus more
Actual Result:

The customers see the Woohoo all caught up page in some cases
