Repro'd on staging. I'm suspicious of 55932, I'll try testing locally with that PR reverted.

@amyevans The fix for issue 55932 is to convert markdown into plain text if Clipboard does not have text/html format. Now, it looks like there are contradictions in the expected behavior. If it is a blocker, then please raise a revert PR as I don't have an immediate fix for this
