Action Performed:

Precondition:
Same user is logged in two devices, "Distance rates" are enabled

Steps:

1. Main user open Distance rate page
2. Secondary user goes offline
3. Main user adds a rate
4. Secondary user adds the same rate
5. Secondary user goes online

Expected Result:

Newly created rate should be added only once, since adding the same rate by secondary user makes it a duplicate

Actual Result:

Same rate appears twice
