Report - Rejected reports in OldDot don't show rejection action in NewDot. #48555

Action Performed:

1. Go to staging.expensify.com
2. Create a corporate workspace in OldDot.
3. Add an employee.
4. As the employee, submit a report to the manager.
5. As the workspace owner, go to Reports and reject the report.
6. Click on the rejected report and copy the report link (report ID).
7. Go to New Expensify and log in as the workspace owner.
8. Paste the report ID into the URL and press Enter.

Expected Result:

The "Rejected this report" action should be visible.

Actual Result:

The "Rejected this report" action is not displayed.
