Action Performed:

1. Log in with a new expensifail account
2. Open the search or click Fab menu

Expected Result:

Self DM, and Track expense options should be available

Actual Result:

Sometimes self DM isn't available for new expensifail accounts. When self DM is missing. Track expense option is missing too
The issue isn't affecting new Gmail accounts
