Action Performed:

1. Launch New Expensify app.
2. Create a new workspace.
3. Go to workspace settings > Workflows.
4. Tap Submission frequency.
5. Tap Manually.
6. Go to workspace chat.
7. Create a manual request.
8. Go to expense report.

Expected Result:

The "Next step" top and bottom borders will not be cut off.

Actual Result:

The "Next step" top and bottom borders are cut off. This only happens when "Next step" message has only one line.

@dylanexpensify FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors.

At the moment I'm unable to even set up a workspace with the "Manually" frequency, it just disables the option altogether. Tested on web but I don't think the platform matters. It could also be a backend issue, going to take a look.

Edit: nevermind, manual frequency is the same as disabling
