Issue found when executing PR #27518

Action Performed:

1. Go to staging.new.expensify.com
2. Create a workspace
3. Go to workspace chat > + > Request money > Manual > Enter any amount > Show more
4. Go offline
5. Repeat Step 2 and 3 in offline mode

Expected Result:

Category row is present in the Request money modal in offline mode

Actual Result:

Category row is absent in the Request money modal in offline mode
