`Delete comment` tooltip overlapping with scrollbar

Action Performed:

1. open any chat
2. hover over a message and then over delete icon

Expected results:

tooltip should not overlap with scrollbar

Actual results:

tooltip overlaps with scrollbar
NOTE : Issue occurs with "Mark as unread" tooltip too in the case of send money request money

Workaround:

Can the user still use Expensify without this being fixed? Have you informed them of the workaround?

I know what line is causing the change, but not sure if it needs fixing.
