User expects that the viewport and buttons remain in a fixed position

@puneetlath - Would you mind taking a look at this GH and letting me know if your GH here is related? After reading through your GH and the solution and behaviors for iOS m/web described here seem similar.

I'm torn between adding external because it's easily reproducible behavior and waiting to see if the PR for your GH fixes this or alters the behavior.
