Action Performed:

Preconditions:

• Using Expensifail account with Xero connected to a workspace. The workspace has not been added a BA yet
• Sync the Xero connection every time before checking if needed

1. Open https://staging.new.expensify.com/
2. Navigate to Workspace settings
3. Enable Workflows > Payments (if needed)
4. Go to Accountings > Xero
5. Click on 'Advanced'
6. Toggle on 'Sync reimbursed reports'
7. Add a Bank account
8. Go to Xero > Advanced
9. Disconnect Bank Account
10. Go to Xero > Advanced again
11. Disable and enable Payments in Workflows
12. Go to Xero > Advanced again

Expected Result:

The expected behaviour should be consistent: When bank account is not added yet, "Xero currency conversion fee account" row is not displayed

Actual Result:

At step 6, and step 12, "Xero currency conversion fee account" is not displayed.
At step 10, "Xero currency conversion fee account" is still displayed.
