Sometime in the alpha series for cesm3_0_beta06 we updated a bunch of submodules so that create_newcase looks in tools/CUPiD and generates an env_postprocessing.xml file based off of contents in CUPiD's directory tree. Using cesm3_0_alpha06e, we realized that cloning a case with env_postprocessing.xml results in a new case directory that omits that file.
