We want an out-of-the-box system test (via a testmod, and included in the aux_clm test suite) that turns on the new tracer consistency checks (which are not yet on master).
To do this, we'll need a namelist item that controls whether these checks are done. If true, the appropriate tracer(s) would be added that are used in these consistency checks.
Note that, for now, this test needs to use cold start, because we have not yet put in place the code to initialize water tracers given a restart file that did not have water tracers on it.
