Issue warning in build-namelist if you are trying to run Carbon isotopes for present day (non-transient)

CLM build-namelist should issue a warning and die if you are trying to run for present day fixed conditions and with carbon istopes on (either use_c13 or use_c14). Carbon isotopes should be allowed for either an 1850 spinup case or transient case. With the current warning mechanism in build-namelist the user can continue their case by adding -ignore_warnings to CLM_BLDNML_OPTS.

This is no longer a problem now that we have transient Carbon Isotope data and are moving Carbon isotopes to streams, which removes this as a problem. So closing as wontfix.
