Details of bug

While reviewing the test DIFFs from fates PR 689, I noticed that there was no clm history output data in the baseline that I was comparing against (only cpl data) for test case ERS_D_Ld5.1x1_brazil.I2000Clm50FatesCruGs.cheyenne_intel.clm-FatesHydro . This is due to the fact that hist_mfilt and hist_nhtfrq are not set and so default to monthly updates to the history file, exceeding the 5 day runtime of the test.
