[1.8.x][remediation] Enriquecer anonymizer/redação: taxonomia de policies + value-exclusion allowlist + confidence-threshold por-entidade #1057

Recomendatório (Claude = RO; Cursor implementa). Enriquece PLAN_REMEDIATION_INTERFACE (existente).

Enriquecer PLAN_REMEDIATION_INTERFACE (contrato find × act)

• Taxonomia de policies de redação: synthetic-replacement · character-mask (caractere configurável) · entity-mask [PERSON_1] · hash (salted OBRIGATÓRIO, anti-rainbow) · partial-mask (ex. só últimos dígitos) · no-mask.
• value-exclusion allowlist — não-redigir termos específicos (ex. papéis funcionais que não são PII no contexto).
• confidence-threshold com overrides POR entidade/idioma (default + por-entidade).

• Atualizar PLAN_REMEDIATION_INTERFACE.md + python scripts/plans_hub_sync.py --write + PLANS_TODO.md
• hash de pseudonimização SEMPRE com salt
• Milestone sugerido: 1.8.x.
