Pilot submission accounting (introduced within #4205) should be moved to monitoring (so, ES backend).

Want to see:

• Number of running pilots per Site/CE/queue
• Number of jobs/pilot
• Pilot CPU efficiency (CPUWork/time)
  • would be useful especially for PoolCE

The dashboard should be defined/created directly in Kibana.
