Previously, the host configuration was being read from ENV in multiple locations and then passed to different classes and methods. These changes move that initialization to happen early on in startup and sets a constant for it at the top level of the CB module. Therefore it is only ever read/set once per invocation of the application.

On the surface, these changes don't have much value. However, I'm hoping to start doing some Action clean up in the sense that not all cli actions are CB::Action. The goal with moving in this direction is to open up some advanced Action uses and implementations in the near future. However, in order to get there I want to first tighten up the concept of an Action in the cli execution. As right now, it can be an Action | Proc | Cred | nil.

This is 'temporary' I think. As the impetus for these changes is in an effort to move login to be a CB::Action. So, this is really just the first step in getting there.
