A complete runtime carry rotation now acts on the original [P] x [Q] x [S] owner with volume V=PQS. The fixed generic tables handle every runtime offset, both directions and arbitrary complete payloads. Their exact all-size ledger gives tight393V transition/43V visited-space bounds. A physically read five-bit packet selects any quarter code from-16 through12; literal residue preparation, rotation and descriptor erasure have tight468V/49V bounds. All four bounds are attained at the one-bit case.
The full released PR5820 catalogue has444 routes and3552 columns. Exact column inequalities put every fused carry in that packet domain for all odd q and widths. The actual port9 inverse k=-3,Q125 fixture executes its C93 rotation. This supplies a paid consumer for the carry algebra without an extra dummy Q coordinate, host-decoded offset, repeated bounded rotations or separate output owner.
Two independent literal interpreters pass804 generic and523 quarter cases over66675 payload bits,273 whole-bank inverse pairs, all four fixed tables and12 semantic controls. Every generic run checks the exact physical ledger. The envelope checker also passes42624 separate full-width modular identities. Registered Python3.12, committed bytes/modes, source corruption and sealed read-only Git-free optimized replay pass. Source pins now bind retained ancestor copies; original predecessor heads, hashes and credit remain recorded. Full-history preflight was not run in the shallow checkout. Hosted CI and scientific acceptance remain separate.
The actual low cache must still produce and select the packet. Whole-T staging, low-type commit, ROW head/extent presentation, ancestor stock/P3 and the full caller invoice remain open. This closes the declared carry leaf, not the complete released R17 layer. No new kappa, assumption discharge or selected-frontier change.
