This closes the global-compilation obligation left open by PR5807 and PR5828. Their shorter local word is now installed in all 18 physical G20 calls, with fresh event indices, prefix hashes, owner versions, erasure epochs, call intervals and private lifetimes. The local search and its savings remain credited predecessor work.

The full stream falls from 317004 to 311244 events, with 5760 fewer ADDs. All 56223 native query inputs, 11022 productive inputs, the full signed invoice and the 48-slot private contract remain exact. The independent global interpreter checks all 11070 arbitrary input axes, and a separate reverse sweep checks the full transpose: 122544900 Boolean coefficients. The exact positive majorant falls from 384 to 379 bits. This is a positive envelope, not a sharp rounded-error theorem.

The compiler rebuilds all 2529 private lifetimes and all source descriptors. Every controller, thin, idle, boundary and port operation outside the local cores stays fixed. The complete positive finite fee falls by 11520, from 952838314401 to 952838302881. All parking, route, matrix, matcher and private terms remain charged. This is a small decrease in a coarse bound, not a measured runtime gain.

The frozen source archive is unchanged. The adapted compiler has explicit local-word and output parameters; all source checks remain, and the verifier checks the complete declared adaptation. No runtime monkeypatch or acceptance shortcut is used. Stale event, version and epoch controls reject. Registered normal/-O, committed-byte and official export checks pass. The sealed empty-PATH Git-free optimized replay passes in 16.01 seconds, with all 21 exported files unchanged in bytes and modes.

The recursive invoice is unchanged. No new kappa or outer theorem is claimed. Native, compiler, physical ROW/precision/tape and analytic premises remain; the selected frontier is unchanged. Hosted CI and independent scientific admission are separate. The next task is a physical implementation of the sparse port words on this actual new stream, with cache, carry, type, padding and restoration costs.
