This conditional whole-owner construction replays PR473's repaired rank-119 R715 word and PR471's normalized complex supplier, then applies PR465's sharp fallback charge on an explicit GL78 bit cover with fixed q>2^128. The larger cover is fully reflected in the row allowance: 28416 replaces the orthogonal cap 20161. The exact claim is
80976604882529/62500000000000000, improving the replayed PR473 assembly by366271/125000000000000000.The package regenerates native scalar records, arbitrary-dirty local identities, both reflected frame ledgers, source complex phases and all 512-column normalizers, actual whole-owner matrices, complete physical controllers, paid profiles, finite invoices and strict assembly. Independent rational intervals certify both moment endpoints; all 47 outer inequalities and the next-grid rejection pass.
The cover schedule completes the entire local word for one low residue class before advancing, while batching its high matrices. Same-family owner matrices remain distinct modulo every admitted prime; helper endpoints preserve row norms between batches. This is sequential composition, not a claim of simultaneous global injection over all cover labels.
The claim retains the inherited all-size compiler, restored-row and analytic contracts. The fixed GL routing constant is explicitly left as a finite parameter
B_GL; all six symbolic cutoff certificates cover every finite nonnegative value. The 2432-bit local invoice is not presented as a bound on that global routing constant. No split-family construction is admitted. This is a new branch and PR; published predecessor heads and claims remain frozen. Credits for PR442/443/450/458/465/471/473/478 and their source lineages, original licenses, and AI disclosures are retained. New integration, audits and packaging were prepared with OpenAI Codex.
Validation: uninterrupted source replay on Python 3.12 and replay from the committed Git archive on Python 3.11, with separate exact invoice/operator review. The release manifest is
9416acbea8b67c0228c1904c9a51cd1827769764d688cb21c38245cb5c870507; all 119 package files match the committed archive. Reproduction instructions, proof, source pins and manifest are inresearch/r715-whole-owner-gl-sharp/.
