The p7 supplier's paid ranks overlap its productive ranks. Its current
strictification pays to complete small targets after chronological products,
but a rank-one estimate of large paid jobs makes the sufficient tensor power
6,240. A higher-moment tail bound reduces that power to 150 with every padding
and splitting charge retained.
The package also extends PR4411's logarithmic majorant to arbitrary positive
logarithmic powers. With the same proposed conditional κ=0.00268647 and the
same complete outer parameter point, it gives a sufficient uniform rank
2^349300000000 in place of 2^16201843136005340321. The finite word remains
specified algorithmically; it has not been materialized.
Three results are supplied: the charged tail theorem, an exact smaller
construction, and the generalized compiler rank with the complete consumer.
The literal invoice is replayed using the unchanged credited PR4426 oracle;
the supplier's internal and all-column native/physical assumptions remain
inherited. Both outer ledgers preserve every predicate. There is no new κ,
selected-frontier update or claim about practical runtime.
Reproduce with
python3.12 -B scripts/research_package.py --package research/higher-moment-strictification.README.md contains both proofs, the boundary/cost ledger and open questions.
VENDOR.json pins the unchanged source exports; RESULT.json records exact
arithmetic and rejection controls.

Retains @1337isnot1337's p7/padding work, Jacob Alan Sussman's mixed flow,
@pinterbanget's invoice replay and the original native/outer lineage.
