This package checks a conditional way to remove the 23 provisional cleanup charges in the selected P112 five-plane decoder. The pinned 112 labels xor to zero, and the 23 blocks partition them. Each block's exact C_E^2 = X_delta identity is replayed on all 512 nine-bit address states; if the block lifts share one address register, their deferred corrections compose to the identity.

Under the predecessor's local u=5 relaxation, deferring the cleanups restores 23 rank-one-equivalent units: the a ceiling changes from 0.016435974402421 with 23 provisional correction charges to 0.017542237243537 without them. This is a local budget comparison, not a new supplier or κ.

The key unresolved condition is physical: distinct per-block output/address registers prevent cross-block cancellation. The package does not provide a native owner map, schedule, restoration proof or selected-frontier change. Its registered Python 3.12 replay and metadata check pass.

Open next step: map one five-frame block through the native producer/consumer route and establish whether all blocks use the same live nine-bit register before funding a larger implementation round.
