Summary

Call-window eligibility alone does not tighten PR3378's sharp pooled T16 integer bound. Both optimal profiles admit exact temporal assignments on the unchanged selected1094 chronology.

Each witness assigns all 69,120 whole helpers to 32,256 disjoint-capacity bins. Evidence

• Before: PR3352/3378 supplied sharp pooled inventories while temporal/physical attainment remained open.
  After: exact group/width/call equations and a separate literal row checker certify both temporal assignments. Seven behavioral groups reject time, inventory, capacity, identity and actual optimized source-byte corruptions.
• Registered Python 3.12 replay, optimized verifier/tests, repository Ruff diagnostics and read-only Git-free replay of actual committed bytes pass. The pinned PR3378 committed export separately passes all 56,987 lower-bound continuum obligations.
• Replay: python3.12 -I -Werror -B scripts/research_package.py --package research/t16-window-cap.

This is a scoped negative result about strengthening the packing relaxation. Family identity and active-pair compatibility remain omitted. No physical owner map, native/supplier admission, full selected replay, new kappa or selected-frontier update is claimed. The external predecessor lower-bound dependency and its separate replay are explicit.
