Follow-up from ADR 0001 implementation. The three-phase workflow is implemented and draft generation now returns strict evaluation instead of silently succeeding. Current local gemma4:31b scenario reaches score 78.3 but fails the 82 threshold due to first_person density. Improve prompt/evaluation loop or add controlled revision pass until the strict scenario passes without weakening thresholds.
