Consolidate docker images #439
Description
#425 consolidated the binaries into one, which helped with build times and consistency when shipping. For backwards compatibility, the PBS and Signer Docker images remained separate even though they both targeted the same binary. For similar reasons to #425, we should consider consolidating the Docker images, even if this is a breaking change, since we're focusing on releasing a stable version 1.0.
