Changes:

• Introduces a new update-cloud-platform job that runs after publish-release.
• Generates a GitHub App token scoped to the cloud repository.
• Dispatches and watches update-platform-version.yml in ChilliCream/cloud, forwarding version, is_stable, and is_active_major.
