[Fusion] Add a planning fingerprint to gateway archives and expose it to the planner - #10421

The archive now writes a `configuration-id` file next to the gateway schema, derived from the SHA-256 of the gateway SDL. Reading the archive validates the ID against the schema and exposes it on `GatewayConfiguration`, `FusionConfiguration` and `OperationPlannerFeature`.
