- track game phases with server-authoritative timestamps - expire active deadlines with stale-timer protection - add Antipac, reset, and synchronization timing helpers - include game state in map snapshots - add test cases
- added antipac empowerment for 10 min cap - admin can start game from the panel, starting with a twenty-minute timer - synchronize timer state across player, leader, and admin views every 30 min - add test cases for api and frontend

Allow admin to start a game, default 20 minute timer, and show timer with player, leader, and admin of remaining game time.
