Summary
Add a graphical interface for managing Skills in the desktop app.
Context
Skills are currently managed through files or code-level workflows. That is acceptable for advanced users, but it does not match the desktop app direction for non-technical users.
Desired Direction
Add a Settings UI for Skills management:
- View installed Skills.
- Enable or disable Skills.
- Reorder Skills or control priority where relevant.
- Edit Skill metadata or content when safe.
- Keep advanced file-based workflows available for power users.
Relationship to #440
Related to #440 slice 16: settings home page and settings subpages rewrite.
This should become one of the settings subpages when slice 16 is picked up.
Scope
V2 backlog only. Do not implement until #440 slice 16 planning starts.
