feat(releases): filter keyword blacklist and per-filter repo exclusion - #405

Extends release asset filters (#404) with two optional fields on AssetFilter: - excludeKeywords: a keyword blacklist. A file matching any excluded keyword no longer matches the filter even when it hits an include keyword, e.g. filtering out "setup" installers inside a platform filter. - excludeRepos: repository exclusion by full_name. While the filter is active those repositories are skipped entirely; their releases stay visible in the unfiltered Releases list. FilterModal gains a blacklist keyword input and a repo picker (search + checkbox list of all release-subscribed repositories) that opens as a right-hand column. Field explanations moved from inline text to help icons with hover tooltips; the modal header and action footer are fixed while the body scrolls. Both fields are always written back on save so updateAssetFilter's spread merge cannot resurrect cleared values. Matching now prefers the persisted (possibly edited) preset filters over the PRESET_FILTERS constants, so preset edits and exclusions cannot be bypassed by stale constants. Custom filter chips in the filter manager are unified with the preset chip style (name only, keywords in the hover title), and the release card header spacing between the time column and the action buttons is widened. The modal is fully localized with new keys in all ten languages. Refs #404

背景
#404 提出了过滤器在关键词匹配之外的两个诉求。本 PR 实现：
excludeKeywords）：资产文件名命中任一黑名单词时，即使命中白名单也不匹配。例如「便携版」过滤器加入portable的同时排除setup，把安装包从结果里剔除。excludeRepos）：按full_name排除仓库。该过滤器启用时这些仓库的资产不参与匹配；Release 列表本身不受影响（无需退订），与 issue 中「排除仓库不subscribe、仍可见」的诉求一致。issue 中「手动添加仓库（强制包含）」的场景（如纯 zip 发布、Release 仅源码归档的仓库）依赖仓库级白名单，不在本 PR 范围，可作为后续迭代。
实现说明
