Install system-wide

• Install on /usr/bin and /usr/lib
• Cmd: git-meta init
• Cmd: git-meta -h
• Cmd: git-meta -v
• Cmd: git-meta -u (to update, use Web3Updater - also patch repos)

git-meta will be part of 01VCS, a system-wide layer2 for git; so it will stay working from inside .git/hooks.

But it will be handy not needing to copy&paste git-meta.sh+init.sh on every repo, when you can simply use a magic command.
