Specifies history and committee updates as Tempo’s automatic block system calls. Disables Ethereum beacon and request processing so Amsterdam’s builder-contract checks cannot block Tempo execution.

makes sense, however I believe these are technically STF breaking and we need some hardfork gate for this then
