Storage API throwing 404 when trying to create bucket

Bug Description

The storage api is not working. When trying to add a storage bucket in supabase studio, it fails as the request throws 404.

Similar to this bug: supabase/cli#908

To Reproduce

1. Supabase Init if you don't have a project
2. Supabase start
3. go to buckets at http://127.0.0.1:54323/project/default/storage/buckets
4. Try to create a bucket and the request throws a 404
