Subject: [PATCH 1/2] fix(web): pinned thread card no longer shows a blank gap
 before the pin

Since #11122 the card status slot puts the timestamp and the hidden hover
controls in the same grid cell, so the slot is as wide as the wider of the
two and the pin parked at the left edge of the invisible controls (#21910).
Render the pin on the title row just before the title instead, so it no
longer tracks the slot's reserved width, and let the title row own the
flex layout classes. Slim rows are unchanged.
