Fix the workflow instead of duplicating ignore rules
This change only appends .dev-lead/ entries that are already present in this same .gitignore, so Git ignores exactly the same files as before. Since the commit is meant to resolve the copilot-setup-steps-invalid-job-name compliance issue but does not modify .github/workflows/copilot-setup-steps.yml or any compliance configuration, the reported workflow problem remains unaddressed and the issue would be closed without a functional fix.
