Enable the review add-on in the billing tab to keep reviews running — you're only billed for reviews past your plan's rate limits ($0.25/file). ⌛ How to resolve this issue? After more reviews become available, a review can be triggered using the To avoid repeated limits, reduce automatic review volume by pausing incremental auto-reviews earlier, using label-based review opt-in, excluding WIP or generated PR titles, or requesting reviews manually when the PR is ready. If your team needs uninterrupted high-volume reviews, an organization admin can enable usage-based credits. 🚦 How do rate limits work?CodeRabbit enforces per-developer PR review limits for each organization. Most developers receive the normal plan refill rate. For paid Pro and Pro+ PR reviews, CodeRabbit uses adaptive limits for sustained high-volume activity. When a developer's recent PR review activity reaches the 95th percentile or higher among CodeRabbit users, the refill rate gradually slows as usage increases. The highest same-day bursts are limited more strictly. Pull request overview
Adds a new GitHub Actions workflow (terraform.yml) to run Terraform plan on PRs and apply on pushes to main for changes under infra/terraform/**, using Google Cloud Workload Identity Federation and posting plan output as a PR comment. This is intended to address the high failure rate reported in issue #230 by adding prerequisite guards and clearer behavior around bootstrapping/auth.
Changes:
- Introduces a Terraform workflow triggered on PRs/pushes that touch
infra/terraform/**. - Adds WIF prerequisite checks + GCP auth, then runs
terraform init/validate/planand comments the plan on PRs. - Runs
terraform applyon pushes tomainusing the previously generated plan file.

Review mode: triage-approved (single reviewer)
Summary
Adds a well-constructed Terraform CI workflow (plan on PRs, apply on push to main) for changes under infra/terraform/**, using GCP Workload Identity Federation. A WIF-bootstrap prerequisite guard makes the workflow skip gracefully (with warnings) when secrets aren't configured, which directly addresses the 60% failure rate reported in issue #230. Confirms the triage-approved low-risk assessment.
Linked issue analysis
Issue #230 (Fleet Monitor) reports terraform.yml failing 60% of runs. This PR introduces the workflow with a prereq guard that detects missing WIF secrets (GCP_WORKLOAD_IDENTITY_PROVIDER / GCP_SERVICE_ACCOUNT / GCP_PROJECT_ID) and skips/warns instead of hard-failing, plus continue-on-error on PR auth to tolerate bootstrap-in-progress. This is the right mechanism to eliminate the spurious failures. Substantively addressed.
Findings
Security review of the workflow (HIGH-sensitivity area — GitHub Actions + cloud auth):
- Triggered on
pull_request(notpull_request_target): fork PRs receive no secrets and a read-only token, so the prereq guard skips and cloud creds are never exposed. Safe. - All third-party actions pinned to full commit SHAs with version comments (checkout, google-github-actions/auth, setup-terraform, github-script). Good.
- Permissions are minimal and scoped: contents:read, id-token:write (WIF), pull-requests:write (plan comments).
- Keyless WIF auth — no long-lived service-account keys.
- No script injection:
PLAN_OUTCOMEpassed via env var; plan text read from a file at runtime rather than interpolated into the YAML expression context. - Concurrency cancels stale PR plans but never applies;
terraform apply -auto-approveruns only on push to main.
Note (non-blocking):terraform planon same-repo PR branches can execute arbitrary providers/external data sources from PR-modified config — an accepted tradeoff for trusted same-repo infra automation, and fork PRs are already blocked by secret unavailability.
No blocking issues. Copilot reviewer left an overview only (no change requests); all other comments are automation acks.
CI status
All required checks SUCCESS: AgentShield, CodeQL (actions/go/javascript-typescript), SonarCloud, CodeRabbit, Secret scan (gitleaks), dependency-audit, TypeScript, Go. No failing checks; remaining entries SKIPPED as expected. mergeStateStatus is BLOCKED only on required review.
