Decide: promote add-to-project to the full ring model (currently single-hop stable) + register #651

Finding (fleet reusable-rollout audit, 2026-07-09)

.github/workflows/add-to-project-reusable.yml is a versioned reusable on a single-hop channel model: only add-to-project/stable + add-to-project/v1.0.0 exist (no next/ring0/ring1). 5 caller repos pin @add-to-project/stable. It is absent from standards/canary-rings.json → canary-rollout drift flags it as unregistered (no soak / gate / rollback / dashboard).

Decision needed

Option A — full ring model (like the six #482 reusables under #870): cut next/ring0/ring1 channels, register in canary-rings.json (host = petry-projects/.github, ring members per the standard host-relative tokens), repin inner-ring consumers to their ring channel. Gains staged canary + gated promotion + rollback.

Option B — keep single-hop stable (document it as intentional for a low-risk plumbing reusable) and add to the unmanaged list so drift stops flagging it.

    Reopened decision reversed per direction: add-to-project is now under the full canary ring model (not single-hop). cut-release support (.github-private#1171), cut next/ring0/ring1 at v1.0.0, registered + removed from unmanaged (.github#667), consumers repinned ring-aware (.github-private→next #1172, TalkTerm→ring1 #354, bmad→ring1 #366; .github self-hosts via local ./; google-app-scripts + template stay @stable). Fleet drift 0.
