Purpose — ring-0 dogfood of the downstream-impact pass

After #833, .github-private self-host runs @pr-review/next (= pr-review/v1.7.0), which ships the downstream-impact pass (#748 / #815) default-on. This PR is the dogfood: a deliberate, comment-only touch to a shared surface so the self-host pr-review agent exercises the feature on a real PR and emits a Downstream impact annotation.

What

Comment-only edit to scripts/lib/ci-status.sh — a surface_source of the .github/workflows/pr-review.yml reusable. No functional change (shellcheck clean).

Expected verdict annotation

The pure mapper (compute_downstream_impact) run locally against the committed manifest predicts:

  • Impacted surface: .github/workflows/pr-review.yml
  • Impacted consumers (5): petry-projects/.github-private, petry-projects/ContentTwin, petry-projects/bmad-bgreat-suite, petry-projects/google-app-scripts, petry-projects/markets

The dogfood passes if the agent's review verdict carries a Downstream-impact section naming those consumers.

Disposition

Throwaway verification PR — revert/close once the annotation is confirmed. It does not need to merge; the proof is the agent's verdict. Auto-approval may sit behind the advisory-bot rate-limit gate, but that doesn't block the agent from posting its review.

Warning

Review limit reached

@don-petry, we couldn't start this review because you've reached your PR review rate limit.

More reviews will be available in 27 minutes and 34 seconds. Learn how PR review limits work.

Your organization has used up its prepaid credits, and credit purchases are no longer available. Enable the review add-on in the billing tab to keep reviews running — you're only billed for reviews past your plan's rate limits ($0.25/file).

⌛ How to resolve this issue?

After more reviews become available, a review can be triggered using the @coderabbitai review command as a PR comment. Alternatively, push new commits to this PR.

To avoid repeated limits, reduce automatic review volume by pausing incremental auto-reviews earlier, using label-based review opt-in, excluding WIP or generated PR titles, or requesting reviews manually when the PR is ready. If your team needs uninterrupted high-volume reviews, an organization admin can enable usage-based credits.

🚦 How do rate limits work?

CodeRabbit enforces per-developer PR review limits for each organization. Most developers receive the normal plan refill rate.

For paid Pro and Pro+ PR reviews, CodeRabbit uses adaptive limits for sustained high-volume activity. When a developer's recent PR review activity reaches the 95th percentile or higher among CodeRabbit users, the refill rate gradually slows as usage increases. The highest same-day bursts are limited more strictly.

Please see our Fair Usage Limits Policy for further information.

Automated review — APPROVED ✓

Risk: LOW
Reviewed commit: 01f4589a6a50257f1d976b2c42d00df13dfefd8c
Review mode: triage-approved (single reviewer)

Summary

Comment-only change: 3 lines added to the header comment block of scripts/lib/ci-status.sh, documenting that this is a ring-0 dogfood touch to exercise the downstream-impact pass on the @pr-review/next channel. No functional change; shellcheck clean.

Linked issue analysis

No linked issue (closingIssuesReferences empty). This is a deliberate throwaway verification PR whose purpose is documented in the description — exercise the downstream-impact annotation feature (#748/#815, live via #833) against a real PR. The proof of success is this verdict carrying the Downstream-impact section below.

Findings

No issues found. The diff adds only comment text to a shared surface (a surface_source of .github/workflows/pr-review.yml); there is no logic, control-flow, or interface change. Triage's low-risk assessment is confirmed.

Secret scan (MCP): run_secret_scanning was not callable in this run (permission not granted); noted and skipped per protocol. The added content is plain comment text with no plausible secret. The CI gitleaks secret-scan check passed (SUCCESS).

Downstream impact

Shared surface touched: .github/workflows/pr-review.yml. Impacted consumers (5) that pin this reusable:

  • petry-projects/.github-private (.github/workflows/pr-review-trigger.yml)
  • petry-projects/ContentTwin (.github/workflows/pr-review.yml)
  • petry-projects/bmad-bgreat-suite (.github/workflows/pr-review.yml)
  • petry-projects/google-app-scripts (.github/workflows/pr-review.yml)
  • petry-projects/markets (.github/workflows/pr-review.yml)

Because this change is comment-only, there is no behavioral impact on these consumers; the annotation is informational and confirms the dogfood goal.

CI status

All substantive checks green: Lint, ShellCheck/shellcheck, bats, unit-tests, CodeQL (actions + python), SonarCloud (Quality Gate passed, 0 issues), gitleaks secret scan, agent-shield, holdout-guard, and the Test Dev-Lead Agent suite all SUCCESS. The two CANCELLED checks (dev-lead / dispatch, dev-lead / ci-relay) are concurrency cancellations, not failures; SKIPPED checks (dependency-audit ecosystem sub-jobs, dependabot-automerge) are expected for this non-dependency change. Advisory bots (CodeRabbit, Codex) were rate-limited and posted no findings; mergeStateStatus is BLOCKED only on the standard REVIEW_REQUIRED gate.

Removes the throwaway 'Ring-0 dogfood' comment that merged via #850 into the
shared lib scripts/lib/ci-status.sh. This revert is itself a comment-only change
to that same surface_source, so it doubles as the retry dogfood: the self-host
pr-review agent (v1.7.0 via @pr-review/next) should now post a verdict carrying a
'Downstream impact' section naming the consumers that pin .github/workflows/pr-review.yml
(.github-private, ContentTwin, bmad-bgreat-suite, google-app-scripts, markets).

Labeled dev-lead:hands-off so dev-lead doesn't rebase/cancel the review job mid-run
(the churn that prevented #850's verdict from completing).

…xt (#850)

Ring-0 dogfood for the downstream-impact pass (#748/#815), now live on the
@pr-review/next channel after #833. This comment-only edit to a shared surface
(scripts/lib/ci-status.sh, a surface_source of .github/workflows/pr-review.yml)
should make the self-host pr-review agent emit a 'Downstream impact' annotation
naming the consumer repos that pin that reusable.

No functional change; revert once the annotation is verified.

…tream-impact (#854)
